(Msnbc.com is a joint venture of Microsoft and NBC Universal, a unit of Comcast.)

Among the conditions of the FCC's approval earlier this year of Comcast buying a 51 percent stake in NBC Universal, was that Comcast continue to offer an affordable, standalone broadband option for customers who want Internet access but not cable TV service. Philadelphia-based Comcast has about 23 million cable TV subscribers and nearly 17 million Internet subscribers.

Comcast says it will deliver download speeds of up to 1.5 Mbps and upload speeds of up to 384 Kbps for those in the Internet Essentials program.

Other features will include not having to pay any activation or equipment rental fees, "never" having any price increases as long as you qualify for the program, and being able to buy a computer at "initial enrollment" for $150 plus tax.

Free internet for students: 7 providers offering support

We face the global pandemic during the difficult times; getting online is more important than ever, especially as a student. Getting onto resources, online classes and doing research may seem difficult, but we have the answer. Have a look at some providers who offer free internet for students.

Danika Miller

At least 124,000 U.S. schools have closed due to the COVID-19 pandemic . In an effort to reduce the spread of the novel coronavirus, schools are pivoting to online education.

Unfortunately, about 3 million students do not have access to the internet at home due to high costs and gaps in availability. That leaves a large number of students without ways to further their education. School districts and some of the best internet providers are coming together to help connect students to their virtual classrooms.

During this crisis, internet providers are doing something unprecedented -- offering free or discounted internet options for students and low-income households. We're breaking down the big players and their resources for students.

AT&T is partnering with participating K-12 schools and colleges to give free wireless data for 60 days via school-issued 4G LTE and hotspot devices. Most households who don't have broadband internet service are within reach of these cellular signals.

AT&T also has a low-income internet program called Access from AT&T. New participants who qualify will receive two free months of service. Those who participate in the Supplemental Nutrition Assistance Program (SNAP), National School Lunch (NSLP) or Head Start programs or who receive Supplemental Security Income (SSI) benefits are eligible.

AT&T is available in 21 states, with its most expansive coverage in California, Texas, and Florida.

For university students specifically, Xfinity is offering new customers a prepaid Visa gift card for $150 (which covers roughly two months of service). The deal comes with free self-installation and no upfront fees. The gift card arrives a few weeks after you sign up and install, so you may need to pay for those two months upfront and will then be reimbursed. To participate, you will need to verify you're a student by uploading some relevant documents, and you must be a new customer.

Xfinity is offering two free months of internet service for those who qualify for its Internet Essentials package. It's a limited-income program for people who are eligible for public assistance like Medicaid, SSI, the NSLP, Housing Assistance, and others. Speeds will be also increased to 25Mbps for anyone who has the Internet Essentials package.

Xfinity is the largest cable internet provider with a presence in 39 states. Its top serviced areas are Chicago, Denver, Houston, Miami, Minneapolis, Philadelphia, and San Jose.

Charter Spectrum

Spectrum is offering one of the best deals: free broadband and Wi-Fi (up to 100Mbps) for 60 days to households with K-12 or college students who don't currently have Spectrum service. Installation and prepayment fees are waived. Only new customers are eligible, and the deal is applied as a credit for the first two months of service.

Spectrum is available in 41 states, mostly concentrated in the cities of Austin, Dallas, Los Angeles, New York, Orlando, Saint Louis, and San Antonio.

Optimum and Suddenlink (Altice)

Both Optimum and Suddenlink, under the same parent company, are offering new customers free internet for 60 days. Households with students (K-12 and college students) who don't have home internet service are eligible for the Altice Advantage 30Mbps broadband solution.

Optimum is available in just four states on the East Coast: Connecticut, New York, New Jersey, and Pennsylvania. Suddenlink services 20 states, mostly in the South -- primarily Texas, West Virginia, and Louisiana.

Cox Communications

Cox is offering a discounted starter package for $20 per month and 50Mbps. Its internet service starter package is typically $30 for 10Mbps, so that's a pretty significant upgrade.

The company also has a low-income internet program, Connect2Compete. Cox is offering two months free ($10 per month after) and increasing speeds to 50Mbps. Families with K-12 children eligible for NSLP, SNAP, and those who receive Tenant-Based Vouchers, Project-Based Vouchers or Section 8 Project-Based Rental Assistance (PBRA), or those who live in Public Housing can apply.

Cox is available in 19 states, with the strongest coverage in Arizona, California, and Virginia.

In California, Google is working with the local government to set up 100 000 Wi-Fi hotspots in rural households that will be free for three months. Google is also donating 4000 to students.

Schools are helping, too.

Many schools are doing what they can to support online education for their students. Some districts are deploying WiFi-enabled school buses to park in different neighborhoods during the day to offer internet access to students in the area. Some school districts are partnering with cell phone providers to give students LTE-enabled tablets or and mobile hotspots.

Students seeking internet access should check with their district, university, and local internet provider for resources available to them.

To ensure instructors and students have the proper tools to carry out lessons remotely, Wiley is offering free access to WileyPlus or Knewton Alta for the duration of the semester. These online learning solutions allow teachers to customize courses in a way that keeps students engaged and on track as they transition to remote learning.

Companies Offering COVID-19 Student Discounts

Altice has pledged to not terminate internet service and pause all late fees for the next 60 days for those impacted by the coronavirus. Like other cable giants, the company is also providing 60 days of free internet service for students that live within Optimum and Suddenlink regions.

Like U-Haul, Compass Self Storage is offering a full month of rent free storage for all students and families impacted by the coronavirus.

As students continue to move off campus, Dorm Room Movers is offering free pick up to help relieve relocation costs. Students can then choose to either store or ship their belongings.

Charter Communications (Spectrum) is now offering free internet access to all students for 60 days in order to support the switch to remote learning. Households that don't already have Spectrum, but have the service available, will also receive free installation.

For the next 60 days, all T-Mobile and Metro by T-Mobile customers will have fully unlimited network data, as well as an additional 20 GB of mobile hotspot service. The company is also granting free international calls to Level 3 impacted countries.

Furthermore, students and schools enrolled in T-Mobile's EmpowerED digital learning program will have at least 20 GB of data per month for the next 60 days at no additional charge.

As schools across the country continue to shut down and evacuate campus grounds, U-Haul is offering 30 days of free storage to all college students impacted by the unforeseen closures. All you need is a valid college ID and driver's license to operate its vehicles.

Comcast is providing 60 days of free basic internet service to all new Xfinity customers through its Internet Essentials plan. For its current subscribers, the company is providing unlimited data at no additional charge and eliminating late fees for those who can't pay their bills. Comcast has stated that its care teams will work with these customers by offering flexible payment options during this period.

"The slowdown was led by a cooling of demand in the service sector, linked in part to the delta variant spread," Chris Williamson, chief business economist at IHS Markit, said in a statement.

Comcast offers student discounts

Comcast has expanded its low-income broadband service to thousands of students in Spokane County, the company announced Wednesday.

More than 13,000 students who receive Pell Grants are eligible for Comcast’s Internet Essentials broadband service, which costs $9.95 per month plus tax.

Eligible students also have the option to purchase a low-cost computer with the Internet Essentials program, according to the company.

Eligible students must be enrolled at Carrington College, Eastern Washington University, Glen Dow Academy of Hair Design, Gonzaga University, International Beauty Education Center, Northwest HVAC/R Training Center, Paul Mitchell the School Spokane, Spokane Community College, Spokane Falls Community College or Studio Beauty School.

Manufacturing grew at slowest pace in a year

A measure of activity at U.S. service providers and manufacturers in September grew at the slowest pace in a year, restrained by nagging supply-chain and labor challenges as well as the delta variant.

The IHS Markit flash composite index of purchasing managers at service providers and manufacturers dropped to 54.5 from 55.4 a month earlier, the group reported Thursday.

Readings above 50 indicate growth and the gauge has declined each month since hitting a record 68.7 in May.

"The slowdown was led by a cooling of demand in the service sector, linked in part to the delta variant spread," Chris Williamson, chief business economist at IHS Markit, said in a statement.

"However, while manufacturers have seen far more resilient demand, factories face growing problems in sourcing enough supplies and labor to meet orders."

Results were similar in the euro area where business activity at service providers and manufacturers slipped to a five-month low.

Growth slowed especially sharply in Germany and France, IHS Markit said.

The group’s gauge of activity at U.S. services slid to its lowest level since July of last year.

Wall Street rallies, erases weekly losses

Stocks on Wall Street rallied for the second straight day Thursday and have reversed the market’s sharp pullback at the start of the week.

The S&P 500 rose 1.2%, with more than 85% of companies in the benchmark index notching gains. The Dow Jones Industrial Average gained 1.5%, and the Nasdaq rose 1%.

The rally put the major indexes on pace for weekly gains just four days after a broad sell-off handed the S&P 500 its biggest skid since May and knocked the Dow more than 600 points lower.

Still, markets have had a rough September, and investors could be in for more choppiness as they work through a mix of concerns, Schutte said.

The change in investor sentiment has also put oil prices in the green. Benchmark U.S. crude oil is up 1.2% for the week.

Bond yields moved solidly higher. The yield on the 10-year Treasury rose to 1.43% from 1.32% late Wednesday, a big move.

All told, the S&P 500 index rose 53.34 points to 4,448.98.

The Dow gained 506.50 points to 34,764.82 while the Nasdaq rose 155.40 points to 15,052.24.

Small-company stocks, which are typically a good measure of investor confidence for economic growth, also jumped over to the winning column.

The Russell 2000 rose 40.48 points, or 1.8%, to 2,259.04.

The Fine Print with Xfinity by Comcast

Good news: Xfinity is pretty upfront (and blessedly brief) about its fine print. Click on any "Pricing and details" button on their website to quickly see what lurks in the wee font. Bad news: you may have to read it three times to understand fully. Here's what stands out:

  • Monthly service rates go up after the typical 12-month contract period. Even if other applied discounts apply for 24 months or more, they'll apply to the higher "regular" rate that kicks in after a year.

  • Enroll in autopay and paperless billing within 30 days — seriously. This one's easy to forget, so mark your calendar and set an alarm. To get the $10 monthly discount, you have to enroll (it's not automatic when you join) in both autopay and paperless "ecobilling." If you don't do it within 30 days, you lose the discount.

  • Budget for extra fees. TV-only customers may have to pay for installation. Most cable bills also include a broadcast TV fee (up to $14.95 per month), regional sports fee (up to $8.75 per month), and monthly taxes depending on your state.

The first 200 lift zones have been selected and will include BUILD in Chicago, the Harvey Johnson Community Center at Union Baptist Church in Baltimore, the Olney Recreation Center in Philadelphia, the Catholic Youth Organization of Mercer County in Trenton, and the Sanneh Foundation Distance Learning Hub in St. Paul. Other community centers in Atlanta, Denver, Detroit, Miami, San Francisco, Seattle, and Washington, DC will also be included.

Comcast to provide Wi-Fi to low-income students through local community centers

Comcast is launching a program to provide free Wi-Fi in community centers as part of an effort to improve internet access for students in low-income areas, the company said Thursday. The so-called "lift zones" will provide free internet connectivity as well as "access to hundreds of hours of educational and digital skills content to help families and site coordinators navigate online learning."

"The COVID-19 crisis has put many low-income students at risk of being left behind and has accelerated the need for comprehensive digital equity and Internet adoption programs to support them," Comcast said in a statement announcing the plan. "Lift Zones are intended to help those students who, for a variety of reasons, may be unable to connect to distance learning at home, or who just want another place in which to study."

Comcast said in June it would continue to offer free access to its 1.5 million public Xfinity Wi-Fi hotspots through the end of 2020, and it plans to extend free internet service to new customers on its Internet Essentials tier, which is designed for low-income customers, also through the end of the year.

Comcast was one of several broadband internet providers to commit to the Federal Communications Commission’s Keep Americans Connected pledge in March, when the effects of the coronavirus pandemic and resulting lockdowns kept people working and schooling from home. The providers promised not to terminate services for residences or small businesses that were unable to pay their bills because of the pandemic and to waive late fees. The pledge also included a provision to open Wi-Fi hotspots to "any American who needs them."

Textbooks, tuition, and school supplies can add up faster than one can read this sentence. And for some high schoolers and practically all college students, commuting expenses are another addition to the never-ending expenses – whether one gets to school by driving or taking public transportation.

Colleges typically include meal plans for those living on and off-campus. But there’s only so much of that meal plan food you can eat. Luckily, your ID can score your college student discounts and deals at certain fast food places and restaurants – so make sure you always have it on hand! And of course, do not forget that some of these restaurants also offer discounts or even free meals on your birthday.

Disclaimer: Always double-check with the location nearest to you, as some places only offer discounts at participating locations. You wouldn’t want to get hungry after driving, only to find out your student discount didn’t apply, right?
